Department of State Procurement and Local Content
Department of State Procurement and Local Content cooperates in accordance with the established procedure with all regional chambers on the issues of procurement and local content development, with state bodies, quasi-state sectors, business associations, and other organizations.
Key functions of the Department:
Interaction with the state bodies of the Republic of Kazakhstan on the issues of monitoring public procurement and local content development;
- Preparation of annual analytical reports on the state of public procurement, procurement of quasi-public sector, subsoil users and local content;
- Monitoring of state programmes, local content activities, including in the area of subsoil use;
- Monitoring of existing legislation on procurements based on concluded international agreements. Preparation of for improving the legislation;
- Expert examination of legislative and regulatory documents in the sphere of public procurement and local content, etc.
- Conducting analytical studies of the Kazakhstani market of goods, works, and services in the field of procurement and increasing the share of local content;
- Analysis of the current legal framework and conditions related to the participation of the Republic of Kazakhstan in international organizations;
- Preparation of recommendations to improve national legislation.
Tasks of the Department:
- Analysis of the current legal framework and conditions related to Kazakhstan's participation in international organizations;
- To improve transparency and transparency in public procurement, procurement of subjects of the quasi-governmental sector, procurement of subsoil users;
- creating conditions for fair and competitive participation of business entities in public procurement, procurement of subjects of the quasi-governmental sector, procurement of subsoil users;
- increasing the share of local content in goods, works, and services;
- ensuring the interaction of business entities and their associations (unions) with government agencies, quasi-governmental sector entities, subsoil users.
