Render assistance to a poor contractor
The regular meeting of the committee on monitoring of local content in the procurement of state bodies, national companies and regional enterprises, was held at RCE
Construction companies, representatives of several government agencies, whose competence includes supervision in the field of construction, as well as manufacturers and suppliers of building materials have been invited to the meeting. In general, it brought together contractors, and those who produce the goods. Brief information was presented by the deputy director of the regional Chamber of Entrepreneurs Fatima Gerfanova. According to her, 17 social facilities are under construction in the region now. In compliance with the rules, during the construction more than 50 percent of used goods and services within the project, should be of local production. That is, everything that is being built on public money must be built to the maximum with the use of Kazakhstani materials. Today, the customer must give up imports, which, in turn, should affect the development of domestic producers. However, in reality not always contractors are able to purchase materials from local producers. The thing is that the prices in the estimates and in reality differ significantly. Construction companies operate at a loss. For example, the factory for the production of bricks in Kokshetau “ENKI”, asks 45 tenge for one brick, but the estimate construction documentation has the price of 35 tenge. Therefore, at same point contractors were looking for building materials abroad. Recommendation were given to the brick plant to pursue a flexible pricing policy, to consider deferral of payments for products for construction companies.
With regard to the dumping, an engineer of LLP "Kokshestroynadzor" Galina Bairachnaya asked a question. According to her, representatives of other regions, which offer a more convenient price often participate in tenders. Often such companies, having no material-technical base, won the tender for a low cost, by hiring local builders or even asking to increase funding. This fact was supported by Shergali Ozhanov, head of LLP "Ayan". Because of this his company can’t win the tender for last one and a half year.
The Chamber of Entrepreneurs of the Akmola region will develop proposals and submit them for the inclusion in the legislation on public procurement.
Experts also intend to analyze inspections of businesses by Gask of the Akmola region, which is in charge of technical supervision of construction. To see if there are any administrative barriers on the way, and, if necessary, to make proposals for amendment to the current legislation.
It is planned to compile all information regarding the producers of building materials in the country, the whole range of their products and prices on it. The collected information will be posted on the Internet website of NCE RK "Atameken" to inform manufacturers, designers, construction companies and to use them in their work.
