Another range of entrepreneurs’ issues was discussed in the course of the meeting of the Business Protection Council
According to Valentina Gerashchenko, deputy director of RCE, there were held 5 meeting during the reporting period. Among the unresolved issues is - an appeal of LLP “Expo TASS- 2017”.
This company can’t get a plot of land that the city administration of Arshaly District handed over to one of the farms. Because of this, LLP is not able to proceed with the development of mineral resources. The situation around the topic has become a vicious circle. The subsoil use contract is under the threat. At the previous meeting of the Council it was decided to send a letter to akim of the region. However, due to a number of circumstances, the situation has not changed, the demand of the Department of entrepreneurship and industry to terminate the contract remains in force.
RCE experts decided to bring the case to its logical conclusion, especially since it is controlled by the Business Ombudsman. JSC "NC" SEC "Yesil" (one of the parties of the contract) recommended to send the corresponding claim to the courts on the issue of LLP “Expo TASS 2017".
Then there were considered the problems of three districts. So, the businessmen of Burabay district appealed with the claims about the tax rates on the extraction of minerals, in their case, the groundwater. Because of changes, the tax payment rates increased several times. According to the head of IE "Azambaeva", if previously she paid 5 thousand tenge per quarter, now she has to pay about 250 thousand. After a lengthy discussion, it was decided to include this issue in the Register of problematic issues of entrepreneurs of NCE RK.
LLP "Kazgerkus" that is located in Yenbekshilder district has applied to the Chamber many times. The appeal concerns the permit for advertising on vehicles. During the inspection the supervisory body studied the case of LLP "KazGer-Kus", and issued an order to eliminate the violations of the law on the name of Akim of Enbekshilder district. However, until now LLP didn’t receive the permit for advertising. As a result, thee were made recommendations: the district akimat of Enbekshilder district should identify authorized on issuing permits for outdoor advertising on vehicles and to execute the order of the prosecutor's office.
Regional Prosecutor's Office was recommended to take under control the execution of the order by Akimat of Enbekshilder District.
A businessman from Zerenda district Alik Shukenov faced with the red tape. His “romance” with the state authorities in the epistolary genre last over a year. The businessman received a three-year lease for 0.0204 ha of land for farming. Further, with the support of financial institutions, he decided to change the purpose for the construction of shopping and culinary workshop. However, after addressing to the competent authorities, Alik Shukenov was refused. The reason for refusal was the size of the land - it shall be not less than 0.10 hectares. However, during the Council meeting it became clear that this provision applies only to the settlements with more than 1,000 people, while only 800 people live in the Konysbay rural district. Akimat of Zerenda district was recommended a more detailed review of the situation and to assist entrepreneurs in resolving the issue. Attending the event, Deputy Mayor of Zerenda district Erbol Zhussupbekov assured that the problem of Alik Shukenov will be resolved.
